Why is the water in my hot water tank hotter than what comes out the tap?
Storage temperature is kept high to suppress bacterial growth in the tank. That is hotter than is safe at a bathroom outlet, so a tempering or thermostatic mixing valve blends it down before delivery. The two temperatures serve different purposes.
The shower has become too hot and I have not changed anything. Why?
A tempering or thermostatic mixing valve that is failing will stop limiting the temperature correctly, which is exactly this symptom. It is a mechanical component with a service life. Because the risk is scalding rather than inconvenience, it should be checked promptly.
Can I just turn the thermostat on the hot water unit down instead?
That is not the right solution. Storage temperature is set where it is for a reason, and lowering it to control delivery temperature creates a different problem. The correct approach is a properly functioning tempering or mixing valve controlling what reaches the outlet.
