The system itself, usually yes; the delivery temperature is the real question. Modern installations must include a tempering valve that caps bathroom hot water at a safe temperature, but many older Normanhurst systems predate that requirement entirely. A hidden leak is the usual cause, and the meter proves it: with every tap off, the dials should not move.
